Job Description:
Assignment scope

Position specific
The Research Lead (qualitative) will work closely with expert consultants and the RIU lead to produce quality outputs from qualitative research studies and the qualitative aspects of mixed methods studies. The will report to the Research and Innovation Unit Lead. The position holder will be responsible for overseeing and managing qualitative data collection and significantly contribute to the analyses of data and writing reports. Specific duties will include but not be limited to:

Management and supervision
  • Supervising and supporting teams of field researchers
  • Managing the field work process to ensure effective use of the teams time and quality outcomes
  • Liaising closely with Aitebaars security, logistics and operations teams to ensure the smooth running of research projects
  • Providing training in research methodology and methods to new staff
  • Participate in training session facilitated by staff and consultants to the RIU
  • Manage the delivery of the RIUs qualitative work under the direction of the RIU Lead.
  • In collaboration with the RIU Lead plan research activities, their sequencing and timelines in order to meet the expectations and needs of the Aitebaar / PSP programme.

Communication, coordination and collaboration roles and responsibilities
  • Presenting research aims, objectives and outcomes in meetings, seminars and workshops to both internal and external audiences
  • Representing Aitebaar PSP at external meetings and workshops and to the government of KPK where needed
  • Establish and maintain close working relationships with the Senior Researcher Quantitative to ensure shared outputs
  • Establish and maintain close working relationships with the M E Lead KPK to jointly manage evaluation research
  • Work with expert consultants who are recruited by the Aitebaar PSP programme to support the work of the RIU in producing quality research outputs
  • Remain responsive to the developing research needs of the RIU
  • Engage in on-going dialogue with the RIU Lead in order to adapt the RIU research agenda
  • Liaise with stakeholders at regular intervals to share key observations including research needs, research challenges and the links between research and the Aitebaar PSP programme impact
  • Participate in RIU team meetings and larger PSP meetings

Methodological and Analytical roles and responsibilities
  • Contributing to the formulation of research methodologies and the design of research tools
  • Analysing data and report writing
  • Conducting research in a gender aware manner
  • Being directly involved in data collection if needed
  • Supporting other members of the RIU team in producing transcripts and where needed be directly involved in typing up transcripts
  • Conduct periodic literature reviews of research material relevant to Pakistan and Security and Justice programming
  • Ensure that lessons learned and best practice can be incorporated in the approach of the RIU
  • Ensure research quality and rigour
  • Contribute to knowledge management. Plan and implement activities that capture and distribute critical knowledge in a documented form (soft/hard copy) from initiatives across your project area.

General
  • Adhere to all security advice from National Risk Manager Pakistan and the Coffey International Development HSSE Manager.
  • Adhere to Coffey International Policies and Procedures as outlined in the Programme Operations Manual.
  • Submit all technical outputs for peer review prior to client submission in accordance with Coffey International Developments quality assurance procedures.
  • Report in advance possible resourcing decisions and/or any procurement to the RIU Team Lead to ensure all programme costs are properly supported within the PSP budget.
  • Engage in the activities of the Programme Management Team and contribute to the progression of the programme, to ensure delivery of project outputs and outcomes in line with the PSP log-frame. This will involve routine whole-of-project meetings (each week) to undertake detailed review of progress against the log-frame, adjusting workplans and resourcing on an ongoing basis to remain on track.
  • Undertake other activities reasonably requested by the RIU Lead, for the successful accomplishment of the programmes immediate objectives.

Qualifications, Skills and Experience

  • An undergraduate degree in the social sciences
  • A masters degree in the social sciences and four years experience working on qualitative research projects OR six years experience working on qualitative research projects
  • Direct experience of data collection using semi-structured interviews and focus group discussions
  • Knowledge and experience using qualitative methodologies and methods
  • Knowledge of and experience in analysing qualitative data
  • Demonstrated ability to produce research reports for external clients and donors
  • Excellent spoken and written English
  • Experience of team supervision and demonstrated skills in this area
  • Expereince of and demonstrated skills in training field researchers
  • Experience of giving presentations to a variety of audiences
  • Experience liaising with government counterparts
  • Computer competency with MS office suite: Word, Excel, Outlook, PowerPoint etc.

  • Experience working on DFID funded programmes or those of other international donors

Special conditions

  • Individuals are ineligible to be engaged for positions on PSP where they have been:
  • Engaged, in service or in any manner whatsoever connected with any intelligence agency or regular professional armed forces;
  • Refused entry in Pakistan at a port of entry, or
  • Deported from or asked to leave Pakistan by any Pakistan governmental authority.

Background information
Poor governance and lack of access to security and justice in Khyber Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA) are undermining political stability in Pakistan and hindering progress towards the Millennium Development Goals (MDGs).
DFIDs 2011 Country Governance Analysis identifies declining governance indicators, including access to justice, as drivers of instability and underdevelopment in Pakistan, but notably in KP and FATA.
Since the Government of Pakistan (GOP) completed its Post-Crisis Needs Assessment Khyber Pakhtunkhwa Federally Administered Tribal Areas (PCNA) in 2010, Pakistan has remained in a state of crisis. The crisis drivers identified by the PCNA include a systemic failure to protect basic rights, a lack of accountability of the administrative system, minimal avenues for participation of civil society in public affairs and substantial weaknesses in governance and rule of law that created space for militants to claim to deliver speedier justice. There is a fundamental lack of trust in the capacity of existing institutions to deliver services fairly and address needs. Corruption is a further driver of the crisis
PSP Aims Objectives
Peacebuilding Support to the PCNA Pakistan (PSP) aims to implement the PCNA in order to improve trust in the state to help counter support for militancy. The programme will improve security, justice and governance service provision and enable citizens to exercise their rights. The PSP aims to lead to increased stability and therefore more progress towards the MDGs.

Programme Overview

The programme will support:

  • Output 2 Strengthened Rule of Law (Security Justice) in KP
  • Output 3 Two-way communications between the state and the people

These outputs will be supported by rigorous monitoring and evaluation and research. They will be delivered using a modular projects approach, in which successful interventions can be scaled up or rolled out to new target areas and unsuccessful interventions can be scaled down or shut off completely.
PSP will improve security, justice and representative governance through a combined supply and demand approach that:

  • Strengthens service delivery through institutional development
  • Enables citizens to engage with the state and articulate their demands through legal empowerment and improved communication channels
  • Supports local community led security and justice provision to increase access
  • Uses communication to improve relations between people and the state but also to put pressure on the state to be accountable and transparent.

To achieve its objectives, the programme will:

  • Use a conflict sensitive approach
  • Address gender inequality
  • Address human rights as a conflict driver
  • Use political engagement as an enabler


RIU Overview
The RIU is responsible for the Aitebaar PSP programmes research, monitoring and evaluation functions. It provides knowledge and information to the programming teams through rigorous research, to support them in their work. It tracks the progress of the programme toward achieving programme outputs and outcomes as specified in the programme log-frame and evaluates the quality and impacts of programme activities.
